I talk about how Portland has made real progress in becoming a more functional government, especially when it comes to delivering basic services. Before I was elected, I worked for the city managing the neighborhood system, and back then, there were city bureaus that wouldn’t even meet with each other. We’ve come a long way from that, and today there’s much more collaboration. This is one of the reasons why I believe having a city manager is so important—someone who can bring the right people into the room to solve big issues. If we get this new system up and running properly, we’ll see even more cohesion and better results across the board.
